Gujarat Electricity Board
|As a part of Power Reform Process, the Electricity Act, 2003, was passed by the Central Government and Gujarat Electricity Industry (Re-organization & Regulation) Act, 2003, was passed by the Government of Gujarat to restructure the Electricity Industry with an aim to improve efficiency in management and delivery of services to consumers.
Under the provisions of the said Acts Govt. of Gujarat framed the Gujarat Electricity Industry Re-organization & Comprehensive Transfer Scheme, 2003, (the Transfer Scheme) vide Government Notification dated 24-10-2003 for transfer of assets/liabilities etc. of erstwhile GEB to the successor entities.
|Accordingly erstwhile Gujarat Electricity Board (GEB) was reorganized effective from 1st April,2005
in to Seven Companies with functional responsibilities of Trading, Generation, Transmission and Distribution etc.
The Companies incorporated are as under:
Gujarat Urja Vikas Nigam Ltd. (GUVNL) (Holding Company)
The Gujarat Urja Vikas Nigam Limited was incorporated as a Govt. of Gujarat Company. Since 100% Shares in the other six companies are held by GUVNL w.e.f 1st April,2005 they have become Subsidiary Companies of GUVNL as per the provisions of the Companies Act,1956.
The GUVNL is engaged in the business of bulk purchase and sale of electricity, Supervision, Co-ordination and facilitation of the activities of its six Subsidiary Companies. The GSECL is engaged in the business of Generation of Electricity. The GETCO is engaged in the business of Transmission of Electricity. The UGVCL,DGVCL,MGVCL and PGVCL are engaged in the business of Distribution of Electricity in the Northen, Southern, Central and Western areas of Gujarat respectively.
Gujarat State Electricity Corporation Limited (GSECL) was incorporated in August 1993 and is registered under the Companies Act, 1956 with the objectives to initiate a process of restructuring of Power Sector and to mobilize resources from the market for adding to the generating capacity of the State and improving the quality and cost of existing generation. The Company was promoted by erstwhile Gujarat Electricity Board (GEB) as it’s wholly owned subsidiary in the context of liberalization and as a part of efforts towards restructuring of the Power Sector. The Memorandum and Articles of Association of GSECL envisage a wide spectrum of activities to improve the electricity infrastructure of Gujarat. GSECL has initiated its activities in the field of Generation of Power. The Government of Gujarat (GoG) has also given to the GSECL the status of Independent Power Producer (IPP) with approval to undertake new power projects.. The Company commenced it’s commercial operation in the year 1998. However, the operations of GSECL were limited to Power Stations units Gandhinagar #5, Wanakbori #7, Utran GBPS & Dhuvaran CCPP till the complete unbundling of erstwhile GEB was undertaken, i.e. up to 31st March 2005.
Gujarat Energy Transmission Corporation Limited (GETCO) was set up in May,1999 and is registered under the Companies Act,1956.The Company has been promoted by erstwhile Gujarat Electricity Board (GEB) as its wholly owned subsidiary in the context of liberalization and as a part of efforts towards restructuring of the Power Sector.
Pursuant to the enactment of the Electricity Act, 2003 and the Gujarat Electricity Industry (Reorganization and Regulation) Act, 2003, Government of Gujarat issued various Notifications, Government Resolutions and Transfer Schemes for vesting of the assets, liabilities, proceedings and personnel from Erstwhile Gujarat Electricity Board (GEB) to the Government of Gujarat (GOG) and then to revest the same into six successor transferee Companies i.e. one Generation Corporation, one Transmission Corporation and four Distribution Companies. A new Corporation named Gujarat Urja Vikas Nigam Ltd. (GUVNL) was then incorporated in December, 2004 in terms of the Government of Gujarat Resolution to carry out the residual functions (including power trading) of the Erstwhile GEB.
The Energy and Petrochemicals Department, Government of Gujarat vide its Notification No.GHU-2006-91-GUV-1106-590-K dated the 3 rd October, 2006 notified the Financial Restructuring Plan (FRP) i.e. final Opening Balance Sheet of all Companies as on 1st April, 2005 in super session of its earlier Notification No. GHU-2006-53-GUV-1106-590-K dated the 6 th May, 2006 and in pursuance of the provision of Para (C) of Sub-Clause (6) of Clause 5 of the Gujarat Electricity Industry Re-Organization and Comprehensive Transfer Scheme, 2003 duly notified under the Gujarat Electricity Industry Reorganization and Regulation Act, 2003, thereby substituting the Provisional Opening Balance Sheet notified on 31st December, 2004, 31st March, 2005 and 6 th May, 2006 respectively of all the successor transferee Companies including the Company i.e. GETCO.
The Authorized Share Capital of the Company has been increased from Rs.100 Crores to Rs 2000 Crores in March, 2005. The Paid-up Share Capital as on 31 st March , 2005 is Rs.45,00,700/- being the subscription from the subscribers to the Memorandum & Articles of Association of the Company and by erstwhile Gujarat Electricity Board (GEB) as Promoter.
Uttar Gujarat Vij Company Ltd. (UGVCL) (Transco)
UTTAR GUJARAT VIJ COMPANY LIMITED is one of the pioneer Power Distribution Utilities in India in the Electricity Industry. Incorporated under the Companies Act, 1956 in Sept-2003 as a result of unbundling of erstwhile Gujarat Electricity Board pursuant to Power Sector Reforms initiated by the Central and State Governments, the Company became commercially operational since April-2005. The Company is a wholly-owned subsidiary of Gujarat Urja Vikas Nigam Limited (A Govt. of Gujarat Undertaking).
The Main Object to be pursued in terms of the Memorandum of Association of the Company is: –
To undertake the electricity sub-transmission distribution and retail supply in the State of Gujarat or outside the State and for this purpose to plan, acquire, establish, construct, erect, lay, operate, run, manage, maintain, enlarge, alter, renovate, modernize, work and use a power system network in all its aspects and also to carry on the business of purchasing, selling, importing, exporting, wheeling, trading of electrical energy, including formulation of tariff, billing and collection thereof and then to study, investigate, collect information and data, review operations, plan, research, design and prepare project reports, diagnose operational difficulties and weaknesses and advise on the remedial measures to improve and modernize existing sub-transmission and supply lines and sub-stations.
With a Vision to be World Class Electricity Utility striving for social and economic development of the assigned region with a mission of ‘Consumer Satisfaction through Service Excellence’, the Company operates through the network spread over 50000 Sq Kms covering six full districts in northern region of Gujarat and three part districts in western and central areas. The consumers’ mix consisting of various categories such as residential, commercial, industrial, agricultural and others, is served by 127 Sub Division and 20 Division Offices throughout its operational area divided into four Circles. The business affairs are managed/taken care of by Corporate Office presently headquartered at Mehsana. The operations are managed by more than 7,300 employees who contributed to business turnover of more than Rs. 4,500 Crores in 2008-09.
Engaged in the business of distribution of electricity in the northern parts of the State of Gujarat, it has been awarded a Bronze Shield for Meritorious Performance in Electricity Distribution during the year 2005-06, First Prize in the category ‘Excellence in Rural Electrification’ in IEEMA Power Awards-2008, a pioneer company for Special Design Transformers, and is accredited with ISO 9001:2000 Standard for ‘Management and Enhancement of Electricity Distribution Operations’. It has recently been awarded 2nd “India Power Awards 2009” in recognition for overall utility performance in Agriculture Dominated Area.
Dakshin Gujarat Vij Company Ltd. (DGVCL) (Transco)
Pursuant to direction from Government of Gujarat for reorganization of the power sector in the state, after unbundling of erstwhile Gujarat Electricity Board, Dakshin Gujarat Vij Company Limited came into existence on 15.09.2003. The Company has obtained the Certificate of Commencement of Business on 15.10.2003. The Company has, however, started commercial function w.e.f. 1st April, 2005. The Company is engaged in distribution of electricity in 7 districts namely Bharuch, Narmada, Surat (except part of Surat City), Tapi, Dangs, Navsari and Valsad in South Gujarat. The Company has the vision of providing customer satisfaction through service excellence. DGVCL is committed to achieve the goal of providing reliable and quality power at competitive cost and to reach global standards in reducing distribution losses.
Company known as Madhya Gujarat Vij Company Limited was incorporated on 15th September, 2003, by Gujarat Electricity Board ( GEB ).
The Company obtained the Certificate of Commencement of Business on 15th October, 2003

The Company was incorporated with an Authorised Capital of Rs. 10 lacs divided into 1,00,000 Equity Shares of Rs. 10/- each, the same has been increased to Rs. 500 crores.
The present paid up capital of the Company is Rs.212,64,14,220/- divided into 21,26,41,222 Equity Shares of Rs. 10/- each.
The entire share capital is held by Gujarat Urja Vikas Nigam Limited (GUVNL) and its nominees.
Paschim Gujarat Vij Company Ltd. (PGVCL) (Transco)
Company is incorporated on 15th September, 2003 with certificate of business w.e.f. 15th October, 2003. Commercial operation of company is started on 1st April 2005.
|PGVCL is feeding electricity in 8 district of Gujarat namely Rajkot, Jamnagar, Junagadh, Porbandar, Bhuj, Bhavnagar, Surendranagar and Amreli covering total 83 Talukas. For better administration and consumers’ conveniences, administrative area of company is divided in to total 11 and out of which 6 circles are under direct control of Corporate Office and 4 circles are under the control of Bhavnagar Zonal Office and 1 circle under the control of Bhuj Zonal Office. GUJARAT ELECTRICITY REGULATORY COMMISSION(GERC) (Regulatory Commission)
The State Commission shall discharge the following functions, namely: –
- Determine the tariff for generation, supply, transmission and wheeling of electricity, wholesale, bulk or retail, as the case may be, within the State: Providing that where open access has been permitted to a category of consumers under section 42, the State Commission shall determine only the wheeling charges and surcharge thereon, if any, for the said category of consumers;
- Regulate electricity purchase and procurement process of distribution licensees including the price at which electricity shall be procured from the generating companies or licensees or from other sources through 46 agreements for purchase of power for distribution and supply within the State;
- Facilitate intra-state transmission and wheeling of electricity;
- Issue licences to persons seeking to act as transmission licensees, distribution licensees and electricity traders with respect to their operations within the State;
- Promote congenration and generation of electricity from renewable sources of energy by providing suitable measures for connectivity with the grid and sale of electricity to any person, and also specify, for purchase of electricity from such sources, a percentage of the total consumption of electricity in the area of a distribution licence;
- Adjudicate upon the disputes between the licensees, and generating companies and to refer any dispute for arbitration;
- Levy fee for the purposes of this Act;
- Specify State Grid Code consistent with the Grid Code specified under clause (h) of sub-section (1) of section 79;
- Specify or enforce standards with respect to quality, continuity and reliability of service by licensees;
- Fix the trading margin in the intra-State trading of electricity, if considered, necessary;
- Discharge such other functions as may be assigned to it under this Act.
