Reforms in Assam

Power is a critical infrastructure for economic growth. Before its unbundling Assam State Electricity Board (hereafter ASEB) was the sole agency to generate, transmit and distribute electricity to the entire state of Assam. ASEB was created in 1975 under the Electricity (Supply) Act 1948. Power sector reforms were initiated in the country in the year 1991 enabling private sector investment in Generation to begin with. State Governments also followed up by reforming State owned utilities. Orissa was the first State to implement comprehensive reforms by unbundling Orissa State Electricity Board. The electricity Regulatory Commissions Act, 1998 enabled constitution of regulatory commissions by Central and State Governments. Further thrust was given to the power sector with the enactment of the Electricity Act 2003. In Assam, the State Regulatory Commission of Assam was set up in May 2001.
In tune with Power Reforms and Restructuring process Government of Assam and ASEB had undertaken the following steps
  1. MOU signed with GOI on Power reforms in Feb 2001.
  2. Tripartite Agreement Singed between GOI,ADB & GOA in Dec 2003.
  3. Unbundling of ASEB into five different companies hiving away Generation, Transmission, and DiStribution activities into separate companies in December are.
    • Lower Assam Electricity Distribution Company Ltd ( LAEDCL )
    • Upper Assam Electricity Distribution Company Ltd ( UAEDCL )
    • Central Assam Electricity Distribution Company Ltd ( CAEDCL )
    • Assam Power Generation Company Ltd ( APGCL )
    • Assam Electricity Grid Corporation Ltd ( AEGCL )



Assam Power Generation Corporation Ltd. (APGCL)  (GENCO)

Assam Power Generation Corporation Ltd. (APGCL) was constituted after unbundling of ASEB in Dec’ 2004 through State Power Sector Reform Programme under the provision of Electricity Act’ 2003. The certificate of commencement of business was obtained w.e.f. 29th April 2004. The final Transfer Scheme was implemented on Aug’ 2005, with a new Company Balance Sheet w.e.f April’ 2005.

The company is mainly responsible for maximum energy generation to meet up the energy demand in the State.


Assam Electricity Grid Corporation Ltd. (AEGCL)  (TRANSCO)


The State Load Despatch Centre of Assam which was established in the year 1983 is located at Kahilipara, Guwahati.  SLDC – Assam is presently being operated by the state transmission utility of Assam i.e. Assam Electricity Grid Corporation Ltd. (AEGCL)


The responsibility of SLDC as enshrined in the statute includes –

  • Monitor & operate the state grid of Assam on real time basis through optimum scheduling & despatch in   secure and economic ways, and in accordance with the provisions of Indian Electricity Grid Code (IEGC) and State Grid Code.
  • Supervise and Control the intra-state transmission system.
  • Keep account of the quantity of electricity transmitted through the state grid including the energy exchanged through Power Exchange entities, and  bi-lateral trading through Open Access system.
  • Comply with the operational guide-lines of NERLDC for overall system stability and security.
  • Implement the orders/directives from Central Electricity Authority (CEA) and other statutory bodies like CERC (Central Electricity Regulatory Commission) and Assam Electricity Regulatory Commission (AERC).


UPPER  ASSAM ELECTRICITY DISTRIBUTION COMPANY LIMITED(UAEDCL)   (DISCO)

The Government of Assam initiated power reforms after enactment of the Electricity Act 2003. AERC, the State Electricity Regulatory Commission of Assam was set up in May 2001. In tune with Power Reforms and Restructuring process Government of Assam and ASEB has undertaken the following steps: 1. MOU Signed with GOI on Power reforms in Feb2001. 2. Tripartite Agreement Signed between GOI, ADB & GOA in Dec2003. 3. Unbundling of ASEB into five different companies – One Generation, One Transmission, and three Distribution companies – in December 2004 to encourage competition and improve efficiencies of the power sector. One of the distribution companies is Upper Assam Electricity Distribution Company Limited ( UAEDCL ).


CENTRAL ASSAM ELECTRICITY DISTRIBUTION COMPANY LIMITED (CEADCL)   (DISCO)

The Government of Assam initiated power reforms after enactment of the Electricity Act 2003. AERC, the State Electricity Regulatory Commission of Assam was set up in May 2001. In tune with Power Reforms and Restructuring process Government of Assam and ASEB has undertaken the following steps: 1. MOU Signed with GOI on Power reforms in Feb2001. 2. Assam Electricity Regulatory Commission(AERC)  (REGULATORY COMMISSION)

Assam Electricity Regulatory Commission was established as a single member commission on February ,2001 as per provisions of Electricity Regulatory Commission Act 1998.
Appointment of Chairperson of AERC was made on August 2001.
Functions of AERC:

  • To Determine the Tariff for Electricity whole sale,Bulk,Grid or retail as the case may be in the manner prescribed in the Act.
  • To Determine the tariff payable for the use of the transmission facilities in the manner prescribed in the Act.
  • To regulate power purchase and procurement process of the transmission utilities including the prices at which power shall be procured from the generating companies ,generating stations, or from other sources for transmission sale distribution and supply in the state .
  • To promote competition efficiency and economy in the activities of electricity industries to achieve the objects and purposes of the Act .
